This study aims to describe the organization and governance of search and rescue (SAR) operations during the Special Christmas and New Year Alert at the Yogyakarta Search and Rescue Office. A qualitative descriptive method was employed through in-depth interviews with the subsection head, radio operators, BPBD officers, police, and community members, complemented by field observations. The findings indicate that the alert operations were systematically arranged through inter-agency coordination, risk-based planning using historical accident data, and the strategic placement of posts and personnel according to hazard levels. Radio operators played a crucial role in bridging information between the field and the command center. Community involvement in reporting and volunteering also accelerated incident response. Theoretically, this study strengthens the application of Edward III’s management functions in disaster management, particularly planning, coordination, directing, and controlling. Based on field findings, the implementation of the PIP program in this area shows several problems, including mistargeting of beneficiaries, suboptimal implementation processes, and low program effectiveness at the elementary, junior secondary, and senior secondary education levels. The study focuses on four main factors of policy implementation according to George C. Edwards III’s theory—communication, resources, disposition, and bureaucratic structure—as indicators of implementation success. The research employs a qualitative approach using data triangulation techniques, including observation, documentation, and in-depth interviews. The findings indicate disparities in the distribution of PIP assistance. From the perspective of George C. Edwards III, four factors contribute to these disparities: (1) communication, (2) resources, (3) disposition, and (4) bureaucratic structure. The study concludes that improving PIP implementation requires an integrated approach encompassing strengthened policy communication, enhanced capacity of implementers and beneficiaries, bureaucratic procedure reform, and integration of assistance programs with efforts to improve educational quality. The method employed is a systematic literature review using a qualitative-descriptive approach and cross-case synthesis, drawing on the collaborative governance framework by Ansell and Gash, which encompasses starting conditions, institutional design, facilitative leadership, and collaborative process. The article search process was conducted via scientific databases such as Google Scholar, Scopus, and SINTA using the keywords “collaborative governance”, “digital education”, and “quality of education”. Inclusion criteria included articles relevant to the educational context, published between 2015 and 2025, and focusing on multi-stakeholder collaboration in educational governance. Based on a systematic selection process, approximately 30 articles were identified for in-depth analysis. The findings indicate that the success of collaborative governance in improving educational quality is significantly influenced by initial conditions such as educational and digital divides, adaptive institutional design, contextual facilitative leadership, and participatory and sustainable collaborative processes. Comparatively, the City of Yogyakarta tends to develop community- and digital-based collaboration models, Surabaya stands out in its institution-based approach and school practices, whilst South Sulawesi demonstrates a more structured collaboration model based on bureaucratic systems. This study employs a descriptive qualitative approach. Data were collected through interviews and document analysis. The main informants consisted of seven individuals from the Pariaman City Office of National Unity and Politics, the Pariaman Police Resort, and the Mandatory Reporting Institution (IPWL) at Naras Public Health Center. Triangulation informants included eight individuals from local government officials, village heads, and community leaders. The documents analyzed comprised the BNN Strategic Plan 2020–2024, drug crime suspect data from the national to the city level, the Regional Action Plan (RAD) for P4GN 2023–2028, and Regional Regulation of Pariaman City Number 2 of 2023. The findings indicate that the implementation of the P4GN-PN regulation has been carried out but remains suboptimal. The decline in drug abuse and trafficking cases in 2023 was not significant, and several mandated activities have not been fully implemented, particularly direct community-level socialization across most villages and the limited dissemination of rehabilitation information by the IPWL. Uneven socialization efforts were concentrated in certain areas, while effective coordination with communities was mainly observed in villages that had established Anti-Drug Resilient Villages. These findings highlight that equitable information dissemination, strengthened community support, and expanded coordination are critical to improving the effectiveness of P4GN-PN policy implementation in Pariaman City.</em></p>2026-03-29T15:21:37+00:00##submission.copyrightStatement##
