This research is motivated by the importance of the role of students as agents of change in the democratic process, but in reality their level of participation in regional head elections is still low. The research used qualitative methods with data collection techniques through interviews, observations, and online surveys to active students of the 2019-2024 batch. The results showed that only 37.3% of students exercised their voting rights, while 62.7% chose to abstain. This low participation is caused by several main factors, namely administrative and domicile issues for overseas students, low trust in politics due to rampant cases of corruption and money politics, and the lack of socialization and political education both from the campus and related parties. Many students experience difficulties in arranging a letter of transfer to vote, making them reluctant to participate. In addition, negative perceptions of politicians and unfulfilled promises further strengthen apathy and skepticism among students.
Isratul Ilham Zet, Rizki Syafril ##submission.copyrightStatement## http://creativecommons.org/licenses/by/4.0 http://jmiap.ppj.unp.ac.id/index.php/jmiap/article/view/1247 Wed, 01 Oct 2025 12:36:03 +0000 Collaborative Governance dalam Perluasan Kepesertaan BPJS Ketenagakerjaan di Kota Padang http://jmiap.ppj.unp.ac.id/index.php/jmiap/article/view/1259
The low level of Universal Coverage Jamsostek (UCJ) in Padang City reflects the limited access to social security protection, particularly for informal and vulnerable workers. This study aims to analyze the collaborative process among stakeholders in expanding BPJS Ketenagakerjaan participation and to identify the supporting and inhibiting factors. A descriptive qualitative method was employed through interviews, documentation, and observations, with data validated using source triangulation. Informants were selected through purposive sampling to ensure the representation of key actors. The findings reveal that the collaboration has not yet produced a significant increase in the number of participants from the informal sector. Nevertheless, the process has fostered equality of roles, stronger commitment, and more open communication among institutions. Theoretically, this research contributes to the development of Collaborative Governance studies by emphasizing the importance of process dynamics rather than solely focusing on outcomes. In terms of policy implications, the results highlight the need to strengthen regulations, provide sufficient budgetary support, and encourage active involvement of local governments to ensure the sustainability of cross-sector collaboration. Thus, efforts to expand social security coverage can become more structured, inclusive, and oriented toward the protection of informal workers who remain highly vulnerable.
Yona Trimaulina, Hendri Koeswara, Nila Wahyuni ##submission.copyrightStatement## http://creativecommons.org/licenses/by/4.0 http://jmiap.ppj.unp.ac.id/index.php/jmiap/article/view/1259 Wed, 01 Oct 2025 13:14:11 +0000 Penentuan Lokasi Pengganti Kelurahan X Melalui Metode Analytical Hierarcy Process http://jmiap.ppj.unp.ac.id/index.php/jmiap/article/view/1275
This study aims to determine a new location for the Kelurahan X Office in North Jakarta using the Analytical Hierarchy Process (AHP) as a decision-making tool for multi-criteria analysis. The need for relocation arises due to the expiration of the land-use agreement between the Provincial Government of DKI Jakarta and the Indonesian Navy (TNI AL). The research adopts a mixed-method approach-both qualitative and quantitative-through literature review, field observation, and interviews with stakeholders. AHP was employed to evaluate three main criteria-environment, accessibility, and cost-which were further broken down into nine sub-criteria. Three alternative locations were analyzed: Model 1 (Jl. JA 1), Model 2 (Jl. BGR), and Model 3 (Jl. GK). The analysis results indicate that Model 1 received the highest score of 63.49%, making it the most optimal location. This study demonstrates that AHP is effective in supporting data-driven, objective, and participatory decision-making processes in the context of public service planning. Despite limitations such as a restricted number of alternatives and potential subjectivity in assessments, this research makes a significant contribution to urban spatial planning and can serve as a model for similar projects in other urban area.
Rizki Fauziah, Umanto Umanto ##submission.copyrightStatement## http://creativecommons.org/licenses/by/4.0 http://jmiap.ppj.unp.ac.id/index.php/jmiap/article/view/1275 Sat, 04 Oct 2025 03:10:10 +0000 Manajemen dan Praktik Inklusif Pendidikan Tinggi bagi Penyandang Disabilitas: Studi Kasus di Dua Universitas Kalimantan Timur http://jmiap.ppj.unp.ac.id/index.php/jmiap/article/view/1278
Inclusive access to higher education for persons with disabilities in Indonesia remains limited, as indicated by data from the National Disability Committee (2022) showing that only 2.8% of persons with disabilities continue to higher education. This study addresses the issue of weak inclusive governance in universities by examining two institutions in East Kalimantan-one public and one private-selected to compare managerial practices. Using a descriptive qualitative approach, data were collected through in-depth interviews with university leaders, lecturers, administrative staff, and students with disabilities, as well as through campus facility observations and policy document reviews. Thematic analysis was applied to identify key patterns. The findings reveal that inclusive practices remain partial and highly dependent on individual initiatives. For instance, Campus A has established a Disability Service Center, but its authority is limited, while Campus B lacks a formal structure and relies on ad-hoc solutions. Major challenges include the absence of standardized service guidelines, insufficient budget allocation, and weak monitoring systems. This study recommends the establishment of dedicated disability service units with clear authority, special budget allocation, and participatory monitoring mechanisms to ensure the sustainability of inclusive education in higher education institutions.
Vina Karmilasari, Fajar Apriliani, Meiliyana Meiliyana, Ita Prihantika ##submission.copyrightStatement## http://creativecommons.org/licenses/by/4.0 http://jmiap.ppj.unp.ac.id/index.php/jmiap/article/view/1278 Sun, 05 Oct 2025 10:11:11 +0000 Implementasi Program Siaga Gawat Darurat Ibu Hamil (Sigar Bumi) di Kota Magelang: Studi Kualitatif Deskriptif http://jmiap.ppj.unp.ac.id/index.php/jmiap/article/view/1277
This study aims to describe and analyze the implementation of the Pregnant Women Emergency Alert (SIGAR BUMI) program in Magelang City using a descriptive qualitative approach. Data were collected through interviews, observations, and documentation, and analyzed using George C. Edward III’s policy implementation model, which includes communication, resources, disposition, and bureaucratic structure. The findings show that communication has been effective through face-to-face socialization and the use of digital media, although limited digital literacy remains a challenge. In terms of resources, the number of medical staff, especially midwives and call center officers, is not proportional to the number of pregnant women in Magelang City (1,225 in 2023), indicating the need for additional personnel for each shift. The disposition of implementers demonstrated responsive and friendly attitudes, highly appreciated by patients due to the quick response in emergency cases. Bureaucratic structure supports the implementation through SOPs and inter-agency coordination, although authority remains limited to pre-hospital care. The study implies the importance of strengthening human resources, providing maternal-specialized ambulances, and adopting adaptive communication strategies to optimize the program. Policy recommendations are directed at increasing local government support in terms of budget and health personnel to ensure program sustainability.
Nurul Aini, Nur Fitri Mutmainah ##submission.copyrightStatement## http://creativecommons.org/licenses/by/4.0 http://jmiap.ppj.unp.ac.id/index.php/jmiap/article/view/1277 Sun, 05 Oct 2025 11:22:18 +0000
