Transformasi Digital Government dalam Penyelenggaraan Pelayanan Publik: Analisis Public Value Co-production pada Aplikasi SILOKA Kabupaten Bogor
Abstract
Digital transformation in the public sector is often evaluated solely in terms of technical efficiency and bureaucratic automation, while its role in creating public value through active community engagement remains overlooked. This study aims to analyze digital government transformation through the lens of Public Value Co-production theory, focusing on the SILOKA (Public Online Population Services Information System) application in Bogor Regency. As the regency with the largest population in Indonesia and high geographical complexity, Bogor Regency faces significant challenges in ensuring service inclusivity. This study employs a qualitative approach using a descriptive case study strategy. Data were collected through in-depth interviews with relevant government agencies, village officials, and community members, and analyzed using thematic analysis. The results indicate that the SILOKA application has successfully shifted the service paradigm from a bureaucracy-centric to a citizen-centric model through co-delivery and co-management mechanisms, in which residents and village governments actively collaborate on data verification. This co-production process has successfully created public value in the form of reduced transaction costs, increased transparency, and expanded equitable access for communities in rural areas. However, challenges such as the digital literacy gap and inadequate network infrastructure in remote areas continue to limit the full potential of co-assessment. This study makes a theoretical contribution to the literature on digital governance at the local level by demonstrating that the success of digital innovations depends heavily on the collaborative capacity between government bureaucracies and communities.
